Safe Pass vs Working at Heights Course: What Each One Covers

Working at Heights 3 min read

Safe Pass vs Working at Heights Course in Ireland: what each one covers, why you usually need both, costs and renewal cycles compared.

Two cards, two different jobs. Workers and small business owners regularly assume one covers the other. Main contractors and HSA inspectors do not. This is the difference, in plain English.

Safe Pass in 30 seconds

Safe Pass is a one-day site-induction qualification administered by SOLAS. It is required to access most Irish construction sites. It teaches general site awareness: hi-vis, traffic management, manual handling basics, fire, electrical, working at heights at a very high level, asbestos awareness. It does not certify specific competencies. Validity: 4 years. Cost: typically 130-160 euro for the day.

Working at Heights Course in 30 seconds

The Working at Heights Course is a task-specific competency qualification. It teaches the hierarchy of control, equipment selection, harness use, anchor selection, fall arrest vs restraint, rescue planning. It is what an HSA inspector expects to see when a worker is actually working at height, not just present on a site. Validity: 3 years. Cost: from 35 euro for the online course.

Do I need both

For a worker on an Irish construction site, almost always yes:

  • Construction worker on site: Safe Pass for entry + Working at Heights Course for the task
  • FM / maintenance technician on a non-construction site: Working at Heights Course only (Safe Pass not required)
  • Retail / supermarket staff stocking high shelves: Working at Heights Course only
  • Healthcare staff using a stepladder for clinical access: Working at Heights Course only
  • Solar PV installer working on a domestic roof: Both
  • Roofer / scaffolder on construction site: Both, plus PASMA / CISRS

The most common confusion

Workers and employers regularly believe Safe Pass covers Working at Heights. It does not. Safe Pass mentions work at height for awareness only, in roughly 20 minutes of a full day. The HSA, when prosecuting after a fall, will not accept Safe Pass as evidence of work-at-height competency. They will look for a separate Working at Heights Certificate.

Renewal scheduling

Because Safe Pass renews every 4 years and Working at Heights renews every 3, employers should track them separately:

  • Spreadsheet or HR system with two columns: Safe Pass expiry, WAH expiry
  • 90-day reminder for each
  • Note: Safe Pass renewal must be in person, classroom-based. Working at Heights renewal can be online in 45 minutes.
