What counts as fragile
Asbestos cement and fibre cement sheets, which become more brittle with age; glass and plastic rooflights, which weather, discolour and vanish visually into the roofline; corroded metal sheeting, especially at fixings and valleys; wood wool slabs, old felted decks and any liner panel not designed to carry a person. Snow, moss, wet and dirt hide the differences. If a roof was not built to be walked on, or you do not know, it is fragile.
The legal duty
Part 4 of the Safety, Health and Welfare at Work (General Application) Regulations 2007 requires employers to ensure that no person passes across or near, or works on, from or near, a fragile surface where it is reasonably practicable to do the work safely without doing so. Where it cannot be avoided, suitable platforms, coverings, guard rails and fall arrest must be provided and prominent warning notices fixed at the approach to every fragile surface. Managers who send a worker onto a roof without checking are personally exposed under the 2005 Act.
The controls
Plan the work from the ground or from a mobile elevating work platform where possible. Where access is needed, use staging or crawling boards that span the purlins and spread the load, with edge protection or a fall arrest system anchored to a tested point, and install safety netting or covers beneath rooflights. Mark fragile areas and rooflights with high visibility barriers, brief every worker and visitor at the access point, and never allow a lone person onto a roof.
