Level 1: avoid work at height
Assemble at ground level and lift into place, use extendable tools from the ground, lower light fittings on winches, install cameras for inspection, design buildings so plant is reachable from safe floors. If the job does not need a person up there, nobody falls.
Level 2: prevent the fall
Use an existing safe place with permanent edge protection, or provide collective protection that protects everyone without any action by the worker: guard rails, toe boards, scaffolds, tower scaffolds, mobile elevating work platforms with enclosed baskets, covered openings. Where collective protection is not practicable, personal fall prevention such as a work restraint system stops the worker reaching the edge.
Level 3: minimise the fall
Where a fall cannot be prevented, reduce its distance and consequences: safety nets and soft landing systems close under the work, then personal fall arrest with a full body harness, a lanyard with an energy absorber and a certified anchor point. Fall arrest demands a rescue plan, because a suspended worker can lose consciousness within minutes.
Collective before personal
At every level, measures that protect everyone at once come before measures that rely on each person wearing and clipping on equipment correctly. A guard rail cannot be forgotten in the van.
